DEPUTY DIRECTOR II

GENERAL DESCRIPTION

Performs highly advanced (senior-level) policy administration and managerial work. Work involves strategic planning, state agency administration, and working closely with the executive director on the day-to-day operations of the agency. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED

Oversees the day-to-day operations of the agency, which may include the agency’s financial and budget activities and other operational or programmatic activities.

Oversees the preparation of agency reports and studies.

Oversees the development and implementation of agency policies and procedures.

Provides counsel and advice to the executive director regarding agency operations.

Provides information and advice to state agencies and the general public regarding agency activities and responsibilities.

Confers with legislative members and/or legislative staff and oversees the implementation of legislative changes.

Reviews and analyzes agency operations to evaluate the performance of the agency and to identify areas of potential program modifications and improvements.

Ensures that the agency adheres to agency goals, objectives, and strategies.

Plans, assigns, and supervises the work of others.

May provide legislative testimony.

May assist in identifying and managing strategic risks.

May confer with board members, organization officials, and staff members to discuss issues, coordinate activities, and resolve problems. 

May act as executive director in the absence of the executive director.

Performs related work as assigned.

GENERAL QUALIFICATION GUIDELINES

Experience and Education

Experience in policy administration and management work. Graduation from an accredited four-year college or university with major coursework in business or public administration or a related field is generally preferred. Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities

Knowledge of local, state, and federal laws and regulations; of business and management principles involved in strategic planning, resource allocation, and leadership techniques; of accounting, budgeting and financial principles; and of the principles and practices of public administration and management.

Ability to plan, organize, and direct program activities; to establish program goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to oversee the development and implementation of agency policies and procedures; to prepare concise reports; to make presentations and testify at hearings; to communicate effectively; and to plan, assign, and supervise the work of others.

Certification, Registration, or Licensure

May be required to be certified, registered, or licensed in a specialty area.
