PROJECT CONTROLLER III

GENERAL DESCRIPTION

Performs advanced (senior-level) project management work in the area of project control and reporting.  Work involves overseeing the monitoring of project and portfolio performance measurements and schedules; and communicating with project stakeholders, management, and other relevant parties.  May supervise the work of others.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED

Oversees the analysis of and reporting on funding change scenarios and identifies the effect on individual projects. 

Oversees the analysis of trends in areas such as time, resources, materials and economy, and their effect on projects and portfolio; and supports management in evaluating operations for corrective action.

Oversees the gathering and assessment of information from various sources used to develop and convey status updates for assigned projects.

Assesses and reports effects of project changes, and identifies trends and variances.

Collects and analyzes historical project data for use in maintaining a basis for future project planning and forecasting.

Compiles and distributes project information, status reports, and project budget expenditures.

Conducts productivity analysis and calculations.

Coordinates with management to provide project metrics and reports. 

Develops reports detailing resource capacity and/or utilization, including forecasts of resource requirements.

Employs standard procedures in developing, maintaining, baselining, and archiving project schedules. 

Ensures that project management policy goals, objectives, tools, processes, and reporting methods follow professionally accepted project management practices.

Ensures that proper schedule controls are implemented and maintained. 

Evaluates and processes project time impact analyses, and performs other schedule analyses.

Implements project management tools using best practices.

Implements quality control and quality assurance project management best practices, in support of project managers.

Monitors and reports on major milestones for projects, and reports detailed information regarding on-time and on-budget delivery. 

Performs quality control and quality assurance compliance efforts. 

Recommends and/or reviews project management policies related to scheduling, budgeting, and baseline management. 

Reviews and reports on project portfolios, and prepares project-planning documents. 

Supports project managers in establishing schedule baselines.

Assist with risk assessments and contingency estimates for project schedules and cost estimates. 

May supervise the work of others.

Performs related work as assigned.

GENERAL QUALIFICATION GUIDELINES

Experience and Education

Experience in project management in relevant areas of project assignment.  Graduation from an accredited four-year college or university with major coursework in a field relevant to assignment is generally preferred.  Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities

Knowledge of project management theories and practices; of systems and procedures used to evaluate project performance; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Skill in project management monitoring, in addressing changes in scope and budget, and in the use of a computer and applicable software.

Ability to monitor project progress, to establish measurement of project performance and objectives, to exercise sound judgment in making critical decisions, to analyze information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks and gaps, to prepare reports and charts, to communicate effectively, and to supervise the work of others.

Registration, Certification, or Licensure

May require certification as a Certified Associate in Project Management (CAPM) or Project Management Professional (PMP).
