Performs highly complex (senior-level) environmental or public health and safety work. Work involves coordinating inspections surveys, assessments, or investigations to ensure compliance with environmental laws; evaluating environmental impact; and identifying health and safety hazards and other issues that can affect the health of the environment or population. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.


Coordinates inspections, field surveys, assessments, or investigations to ensure compliance with applicable state and federal environmental or public health laws, rules, regulations, policies, and procedures.

Coordinates with staff and other state, federal, and regulatory agencies and various groups on environmental or public health issues; and designs and monitors programs to address and mitigate identified issues.

Evaluates the environmental or public health impact of activities in one or more of the following areas: noise pollution, air and water quality, wetlands, hazardous materials, socioeconomic areas, biological resources, geological areas, or cultural or historic resources.

Evaluates radiological, environmental, or public and consumer health and safety impact of facilities or products.

Maintains and operates environmental or public health monitoring equipment.

Monitors the effectiveness of environmental or public health programs.

Prepares and makes presentations about environmental or public health programs and issues.

Prepares or approves correspondence, responses to environmental or public health assessment requests, technical reports, impact statements, or programmatic assessments.

Provides guidance and interpretation on environmental or public health laws, rules, regulations, and procedures.

Represents the department regarding environmental or public health issues.

Reviews applications and conducts technical reviews of permits and licenses to ensure compliance with applicable environmental or public health laws and regulations.

Reviews, evaluates, monitors, or approves consultant work, research projects, or special studies.

May review, recommend, and implement changes to guidelines, policies, and procedures.

May coordinate and schedule public involvement activities.

May conduct environmental audits of facilities, and may perform air or noise modeling analysis.

May plan, coordinate, schedule, conduct, or approve surveys, tests, or inventories for project clearance and to determine cultural resource significance and effect.

May supervise the work of others.

Performs related work as assigned.


Experience and Education

Experience in environmental or public health and safety work. Graduation from an accredited four-year college or university with major coursework in environmental or natural sciences, environmental engineering, public health, or a related field is generally preferred. Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities

Knowledge of environmental laws and regulations, and of relevant safety practices and techniques.

Skill in the use of photographic, laboratory, and field testing equipment; in the use of a computer and applicable software; and in research techniques.

Ability to interpret laws and regulations, to apply scientific principles, to detect and evaluate environmental or public health hazards, to communicate effectively, and supervise the work of others.

Registration, Certification, or Licensure

May require registration, certification, or licensure in a specialty area.
