Performs routine (journey-level) employment work.  Work involves conducting interviews to assess client needs, disseminating information and facilitating access to employment programs, and providing employment counseling services.  Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.


Interviews clients to record and assess employment information to determine clients’ career development opportunities.

Determines employers’ job requirements and refers qualified clients.

Determines clients’ eligibility for employment programs and benefits, and explains requirements of available programs and resources.

Determines the amount of supportive benefits services needed, and explains available employment programs and resources.

Verifies the satisfactory placement of clients with employers.

Disseminates information on agency functions, procedures, employment programs, and training to clients and employers.

Maintains case management records.

Accepts and processes applications for employment program services.

Contacts employers to discuss ways to improve services and meet labor market needs more effectively.

Provides clients with information regarding the quality of training offered by service providers.

Assists in developing marketing, instructional, or training materials to distribute to internal and external clients.

May conduct presentations to explain employment programs and services.

May perform outreach to special client groups to provide information, follow up on initial contact, or encourage clients to use services.

May administer and interpret aptitude and proficiency tests.

May assist in developing job postings.

May investigate and refer suspected fraud cases to an appropriate unit.

Performs related work as assigned.


Experience and Education

Experience in interviewing and counseling work.  Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred.  Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities

Knowledge of interviewing and assessment techniques and procedures.

Skill in conducting interviews, in counseling others, in conducting vocational assessments, and in using computers and applicable software.

Ability to establish and maintain effective relationships with the public, to gather and assess information, to manage caseloads, and to communicate effectively.
